This behaviour could also just be the ECU cold-start ignition timing. On cold-starts the ECU uses different maps and retards the ignition timing quite a bit below ~2500rpm until the coolant temp hits 55°c. The colder it is, the more the timing is retarded. This is most likely to help heat up the cats/turbos faster in cold conditions.
Try logging your ignition timing and coolant temp via Consult and see if the hesitation instantly goes away at 55°c.
